What kind of Animation is this?

Hi I'm new here and attempting to teach myself adobe animate throughout this ongoing lockdown we're having here in Ireland. 

Can anyone help by telling me what software/techniques may have been used to make this style of animation?

Few questions: 

- What would you call this? 2D? Flash?
- How are the limbs so smooth? (ie. Elbows and knees) is there some sort of rig or pluggin used?
- Lastly, can anyone recommend a really concise tutorial online for Adobe Animate? I'm getting it, but it's a struggle.
