Do small studios have animators clean up their own rough?

I was watching the credits from the Legend of Korra and noticed a couple of things.

1) There were no Clean up animators listed. So I wanted to know if they were just left off or if in some cases Animators clean up their own work.

2) Another thing I noticed was that there were 18 Key Animators listed. Now, as far as I know I thought there was one Supervising Animator a key animator and a couple of assistant animators assigned to each character. Does this hold true?

They might be drawing digitally, on Cintiqs, which would negate the use of clean-up artists. If they have inbetweeners or "assistants" listed, then the 'tweeners could be the ones doing clean-up on the keys.
The entire production could likely be done using computers.
