As for the free application called "Flipnotes" it is a very basic drawing tool. It come with, up to, four layer onion skins feature. There are only three colors and you can flip between two pages and merge them once you are finished.
There are a few other basic features. I was really hoping for more but the thing was free so I have no complaints.

One of the Aardmen studio animator is producing Flipnote animation. There will be twelve of them, one was released this past Wednesday.
