Hi echi. Here are some RGB values that I use when painting skin color in Flash:
R: 58/251/251/252
G: 67/209/217/215
B: 84/196/185/209

Try to think of peach as a base, and then either redden it or add some yellow/olive. Muting controls the accuracy more than the actual hue, sometimes. If you have Flash there's a good stock color in the lower-right of the pop-up palette for the pencil/paint pickers.
It is my understanding that each character needs their own color palette. So how tight should the colors be to each other but still be unique.
I agree with Wontobe. Whitey has varying skin color. Giving all "white people" (or whatever "race") the same skin color is as lazy as giving them all the same eyes or hair.
Caucasian color is basically a light orange color. Take your orange and squeeze in some white until it resembles the flesh of your cracker neighbors. Then add a touch more R, G, or B depending on their dispositions. Athletes will generally be darker and more red. Computer geeks like us will be lighter and greener.
(The same goes for other species, BTW. Take a look at what they did for the color of different ant characters in Antz; or cows or bears in whichever cow or bear movies might be out there.)
