Had this question in my mind for a while, not planning on animating it (making a game atm lol) but I was just wondering how hard that would be nowadays? I know Disney had a program to mix 3D Environments and 2D animation together.

Toon Boom Harmony Premium actually has a 3D camera and will even import 3D assets into the program so you can animate around it. However to actually mix 3D animation with 2D, it would just be a matter of compositing them together. Disney typically uses Autodesk Maya for their 3D and in the rare instances that Disney has 2D animation in their features, they usually just do it traditionally. I know Disney Television animation mostly uses Toon Boom Harmony.
