I need to hire an animator but I know too little about the subject

I'm engaging in a small business project which will require some animation.  I can describe some of the moving pieces to this project.  It will be interactive and will likely involve a programming framework called openFrameworks -- which is based on C++.  This means that the animations will be controlled by software.  This is my area focus but I'm not really sure what an animator would do to bring their craft into the technology I'm working within.  For example, I understand how to create software that gives instructions on how to move vectors images and shapes.  I do not know if this is something the average animator can bring to the table or to translate their craft into this goal.

Does anyone have any insight into this?

Your comment is very confusing.  Why do you think I need a web designer?  I am a web developer myself.  Nothing about my project deals with the web...

As I understand what you are doing, you are building an interactive program. The elements of the program will be animated objects that the users with interact with.

You wont a animator to produce objects that a programmer will be able to designate as a clickable object.
