Looking for good/best animation software for young students.

I am an art instructor in a small WA State town.

I am seeking an simple to understand software with little learning curve to implement with younger students in my studio (ages 10 to 15). I have looked at a few of the open source and commercial products, but cannot determine which has the best features from simple descriptions on their websites.

Why? Because the software I will choose must allow importation of scanned original sketches from the childrens folders as well as the usual libraries of clip art and bitmaps.

In other words, I must be able to import jpegs and bitmaps from scans/snapshots to use in the software libraries.

Free open source programs would be nice, but I will be grateful for any advice/tips/lead/links.
