How to create this kind of animation?

Hello guys

I want to create a video similar to the music video of Kanye West - Good Life ft. T-Pain. How do they animate things in the fore- and background at the same time? Can anyone explain how that works?

It is something like chromea

It is something like chromea key. Most video editing  programs have it.
